In the same week Washington published the final rule for the GENIUS Act and London opened two consultations on the crypto perimeter: the world’s two most important markets have stopped asking whether to regulate digital assets and have started doing it. The price, for now, has not reacted.

The rule that starts on January 18

The Office of the Comptroller of the Currency issued the final rule on October 21 (News Release 2026-92). It sets requirements for permitted payment stablecoin issuers, for foreign issuers under its jurisdiction and for certain custody activities: reserves at least equal to outstanding stablecoins, redemption generally within two business days. The perimeter covers national banks, federal savings associations, federal branches, non-bank companies applying for federal qualified issuer status, and state issuers supervised by the OCC.

BSA, anti-money laundering and OFAC sanctions stay out, in a separate rulemaking with Treasury. Rule and statute take effect on January 18, 2027. The ban on paying yield to holders is confirmed, but the OCC dropped the presumption, proposed in consultation, that certain arrangements with affiliates violate it. Bessent compared it to the National Currency Act of 1863.

London opens twice

The FCA published on October 21 the guidance consultation GC26/7 on DeFi — operational resilience, financial crime, anti-money laundering — and consultation paper CP26/36 on the cryptoasset perimeter. Responses due by November 18; final DeFi guidance in January 2027, the perimeter one in spring.

Two details matter more than the dates. The new regulated activities take effect on October 25, 2027, with authorization applications open from September 30, 2026 to February 28, 2027. And the FCA reminds that it cannot change the perimeter, only interpret it: “true DeFi” is not a statutory concept, decentralization is a spectrum and does not create a separate regime.

Meanwhile the technology runs

On October 21 Solana activated Alpenglow on mainnet, at the start of epoch 1064, around 13:36 UTC. The goal is finality of about 150 milliseconds against 12.8 seconds for TowerBFT; the Foundation’s dashboard, however, showed 202 milliseconds, a single reading and not an average. And 150 milliseconds is finality, not block time, which was reduced separately from 400 to 200.

The balance sheets don’t move

In the third quarter neither Tesla nor SpaceX sold a single satoshi. Tesla closed September 30 with $962 million in digital assets, essentially its 11,509 bitcoin; SpaceX with $1.573 billion, that is 18,712. Together that is 30,221 bitcoin, about $2.54 billion, with no purchases or sales: the change is all revaluation. Musk mentioned a possible merger, which is not a deal.

Bitcoin is trading around $82,900. US spot ETFs took in $281.6 million on October 21 and $549.9 million in the two previous sessions, yet year-to-date the net balance is $162 million: a year of flows for a move worth one day. The perimeter closes, the technology accelerates, capital waits.

Annotated discrepancies: the report attributed to Alpenglow finality «40 times faster» than 12.8 seconds, a ratio that does not add up arithmetically and was replaced with the two measured values; the $549.9m inflow figure was confirmed for the October 19 and 20 sessions, not for the last two available; the CoinDesk headline about $1.08bn in three days was not used because it cannot be reconciled with the per-session data.
